reading the manual (RTFM  ) :

- copy the security strings (Ryndael keys, Cookie keys, etc) from the settings.inc.php of the old shop to the settings.inc.php of the new shop. Without this you won't be able to login. [Note: in Prestashop 1.7 the keys are in parameters.php but at least for the employee password this is not needed]

LE 2 : 

copied \public_html\test16\config\settings.inc.php

to 

\public_html\app\config\parameters.php

cookie values and I have been able to log in backoffice

I have never studied how the transit from 1.6 to 1.7 affects those keys. So I am not able to advice you on that.

There are many posts about retrieving admin passwords. In 1.6 the most simple way was to make an account at the frontside and then copy the password from from the ps_customer to the ps_employee table. I am not totally sure whether that still works. But that would save the passwords of your real customers. See the attached post for more password retrieval
