Discount Issue with Groups and Customers with Tax

Hi,

 

The discount that appears for a certain group is correct, unless that customer one where tax is applicable. For example, say that there is a 33% discount for a group. When a customer that has tax is checking out, the discount is applied with the tax and it says that there is a 28% discount, even though the amount is the same. Does anyone know where I would go to change this/why it is doing this?
