Installed Prestashop Several Times Before, Now Getting Incomplete Site with Fresh Install

I have installed Prestashop several times before, always without issue. This particular time I am having an issue I haven't had before, and I can't find any information on these forums or on google about this issue happening. I am using Prestashop 1.6.0.14 Official Prestashop Github Stable Release, and tried this several times in a row now

 

I am getting an incomplete site. This is what the homepage looks like.

 

 

When I go to a url to get a 404, I can then search products. It seems the site has the data, and is in a sense working, but it isn't loading all the html.

 

When I tried this with the prestashop.com downloader, it worked correctly.

 

Something I did, was I deleted the project before installing it, to be sure I got it in git revision control from the start, and then started the installation process again. I seemed to have a record outside of the folder of my progress.

 

How can I install a fresh copy from the github repostiory, and/or why is this happening?
