Because there are lot of different payment gateways and while PayPal is popular not everyone is using it. And there is no boycott, it is just business and parter contracts. PayPal USA/Canada/Mexico requires proper shop localization-->localization-->see advance-->country identifier (tip: don't change as can cause unpredictable results and downtime). 2. PayPal EU - is everywhere outside of USA/Canada/Mexico checks shop country localization warning at install for non-->USA/Canada/Mexico v.3.7.2 as my shop is localized US, module config allowed me to change, I set to Australia. So should work but if you have some issues contact https://www.prestashop.com/forums/user/42704-202ecommerce/ as they are taking care of that free module. For Skrill I can not say much for module and merchant account, but I use it with personal account and works OK. Can't say I saw many topic with users having issues with Prestashop module so maybe more stable or just people use it less. Also check https://www.prestashop.com/en/industry-partners and for Australia there are few payment options Authorize.net is also popular worldwide. But you can check paid modules also and maybe some of Australia only. Check what other merchants use. The name Europe is not really the best, because the module is for ALL OTHER COUNTRIES, except USA and Canada.
