Checkout: invert delivery and invoice addresses

Hello everyone.

For the store that we are developing  we were asked to reverse the steps in the compilation of the addresses .
The customer should indicate first invoice data and only then those of delivery both in Express checkout and during account creation.

We are using default- bootstrap and believe we have identified most of the changes in the file authentication.tpl but still we have no definitive solution .

Anyone have ideas?
