Error: The field delay is required

Hello,

I'm facing some problems with add or edit carriers.
When i try to edit an existing carrier (also create a new one), it says; "The field delay is required".
But, Field is not empty. Everythings are already filled up.

I can't go to the next step of carriers options and edit or create another one.
I read all topics related for this issue. But, i couldn't find any solution.

How can i fix this issue?
