importing database from backup

I've seen a lot of threads on here with my same question, but no responses that seem to solve the problem. I have backed up my database and have the sql file. I am reinstalling prestashop on a completely different server and I am able to verify connection to the imported database in step 3 of the install. However, I continually get the error message "A Prestashop database already exists, please delete it or change the prefix."

eventually my database that was verified never gets intalled as part of the configuration. (even when copying in the old confic.inc.php into the new config folder.)

the order is not correct.

First install new DB with whatever prefix

run thru to end of install, then flush newly created DB, and import your backed-up DB.
