How to "in Multistore site add Areas or Cities per State?"

Hi i have a question that is:

 

I have a Multistore site and i want to know how to add cities and areas per per state?

 

Country

  state1

   -city1

     --area1

   -city2

    --area1

     --area2

Not sure if it is the same but I just realized that I can't have different states for all my shops in multishop mode.. I'm in Italy and if I disable Rome (from my last created shop) as a state becouse I don't want my other shops to see it..it results disabled for all the shops (

 

Isn't there a way like for countries to be able to select wich shops sees them?

if just for shipping address try this

 

my website is just in one country so i change other country like Afghanistan name to same what i want for example USA so now i have in my country list two country named USA and i change state for the new USA that i made it (Afghanistan) and it work then i give each shop one of this two USA but i am not sure if there's any risk in this way

hopefully someone give the right way to separate the state
