Help Required for a New theme/template

I am a developer who develop lot of softwares in c++,java, .Net & PHP too however I still struggle to get the UI fix as desired by the client..

Now I found PrestaShop fit for one a client who will be setting software products and service.. however he has provided me a wireframe which does not look like available prestastore theme at all..

Soliciting answer for experts in this forum to provide me the inputs to customize the front end of prestastore to look the attached ui..

if its a psd you would need to convert it into html
if already a html template intergrate it into header and footer tpl in your themes folder
add the css to the global.css
