Help modify product comments to a rate my shop module

Hello.

I need some help to modify product comments on 1.6 to a module that is shown in the footer where clients can rate the service/shop in general.  In essence this would be a free testimonial module.

 

I am thinking of having this done on my spare time, but need someone to guide me somewhat.  I appreciate any help given.
