Cart rules can be used even if the cart have changes so they should not

I just found an error with the cart rules.

 

In my shop i have a 10% discount, if you spend more than 1000 dkr. The cart rule works fine, but if you fill the cart with product for 1000 dkr, use the code, and then remove products from the cart, the rule still works, even though there aren't products for 1000 dkr. You can even complete an order with the code, that should not work.

 

How do I work around this?

 

I use 1.5.6.2

do you use some overrides of cartRules or cartController?
