For the background image you should look at this page: http://www.w3schools.com/css/css_background.asp The "More Examples" section has exactly what you need ;-)You'll find most of the answers to other css questions on that site too.Creating Prestashop templates to create the menu bar across the top is outside the scope of a forum post really I'm afraid.
