Prestashop expert for PSD to theme, responsive layout, performance optimization etc.

I'm considering a Prestashop expert who can help me with the following tasks:

• convert PSD to HTML for my new theme (must be responsive and be compatible with major browsers - previously tried to use Prestashop's mobile site but always get a blank screen. Ugh!)
• optimize performance and speed of my shop
• upgrade to latest Prestashop version
• fix some existing bugs (such as the in-built Loyalty program - currently doesn't work for me; Stripe addon has a high "Payment error" rate, and so on...)

These are short term tasks for me, but I would like to have someone I can go to for Prestashop help in the long term. I'm tired of doing everything myself!
