bellini13
api-3t.paypal.com is the valid API endpoint, refer to this page https://developer.paypal.com/docs/classic/api/endpoints/ Maybe Paypal had a maintenance event when you were trying to test and it was offline? Have you tried again since?

giasemis
I have the same issue with Paypal 3.8 version
frosticek
@giasemis If you have this issue, it is problem of your hosting company. To resolve it, it needs to be good one. Mine told me there was problem with caching of their DNS server that caused issues.
YanK1973
Is it exclusively hosting issue then? Can someone from Paypal verify and maybe give some guidance then? My hosting can't help and i face the same issue after upgrade.
frosticek
@yanc, If you get exactly same error, yes it is. There is issue with cache of dns, that DNS stay cached but paypal refresh it, hard to say, it is very technical problem. If they are not going to help you, find another, better hosting company
