Different carriers by product quantity

How can I set following conditions?

 

if certain product quantity > 1

then the shipment cost would be counted for each product

 

if certain product quantity = 1

then the shipment cost would be counted as usual and all carriers would be available

 

Any solution would be helpful - config variations, modules, playing with source code also wouldn't be a problem.
