"Country" creation for shipping purpose - future problems?

Hi everyone.

 

So I've been looking for a solution for a problem that many people face in PS: What if I want to have different shipping prices for different regions of one country?

 

As I live in Portugal, I can get good carrier prices for our neighbors Spain. One carrier has the same price for all Spain, but the express carriers have different prices for, say, peninsular Spain, Baleares, Canarias islands,...

 

I can create a Spain zone and add Spain Peninsula in it, but what about the other regions of Spain? I imported the Spanish counties, but it's completely useless as PS 1.6 doesn't have any options to link carriers and provinces/counties.

 

So I created for each of those regions of Spain a "country" and added that "Country" to a new zone.

 

Of course I invented a ISO for those "countries".

 

What I want to know: Will I have problems with payments methods like Paypal, or shipping modules for UPS and others?
