Unable to select a carrier in BO order

Would there be any reason I am unable to select a carrier or add delivery options in a BO order?

 

It means that on the invoice instead of showing the carrier it is blank, I used this a few days ago and it worked fine, all I have done since then is add products nothing else.

In other orders I have been able to manually add a delivery method and cost.
