Order status listener/cron, that do automatically things to orders

Job offer / Invitation to split development cost or work together.

Im looking for developers who is able to build or help me build a module that do automatically things to orders with surden statuses.

ie.
orders with status Packed and sent
-withdraw payment
-change to a new status
-insert a comment in the history and share it with the customer, but dont send an email

Another example a bit more complex
if status is X and Y rules is comlied do:
run php function named thisfunction(value1, value2) and if answer is true do this:
 change status to AA
 write comment from mail template name1
 inform customer or not 
 email customer or not
else do either nothing or
 change status to BB
 write comment from mail template name2
 inform customer or not inform

thinking a cron that runs every 10 mins. automatically calling these actions to do stuff to orders with surden statuses.

This is a scalable and very flexible solution, and its not that hard to build if youre a skilled developer

When we are finished building it, we can sell it or give it away for free, up to you. We talk about that.
