Checkout Guest enabled but still not clear?

As for client requests I need to let customer proceed to payment without registering and so upon the first check ( i chose Instant Checkout ) the customer is facing The First Step "Account"  option, one is to Checkout as a registered already and the other 2 are as a GUEST or to create an Account..

I assume that as I already enabled the Checkout as Guest in the administration should help the client to not have to enter any data but to proceed to payment with the module chosen WHICH cannot be seen if you are not actually registered (????), instead,  if the Checkout as guest is chosen the customer is sent to a form to fill including the Address?? and as the item is virtual one it is unlikely to happen that the download is sent by post..

 

I also noticed that the Paypal module that feature Express Checkout,  if selected, does show a Button to proceed to payment at the top of the steps skipping all the procedures anyway...

 

SO...how do I allow customers to just pay without ANY registration to do? I'm using PS 1.6.0.9

 

P.S. It looks that Paypal is actually changing their policy to pay ithout registering an account to them AS WELL and that is a major breakdown as I already have my client pressing to simplify the process as short as it could be... sadly PAYPAL did confirm me that the only way of paying through them without forcing customers to open a PAYPAL account is to open a PRO account BUT it will only be accepted IF your monthly entries are around 4000 Euro...how bad is that.... (at least in my country ITALY). so I will look for a decent alternative, but for now this GUEST CHECKOUT in PS is quite confusing.. PLEASE I NEED HELP QUICK
