Reverse order of banner and top menu

Hi,

I have a quick question for which I could not find the answer on the forum.

 

Attached you will see screen from my shop.  In the upper left corner there is a banner (text) and menus. 

Banner is in CS Static Block (hooked to TOP LEFT) and top menu is CS Permanent Links Block. 

How do I reverse the order, ie. banner under the Menu?

I tried to change an existing order in MODULE > POSITION so that the CS Permanent Links Block was above the CS Static Block but unfortunately this change nothing.
