HTML PURIFIER missing and unable to turn off in BO version 1.6.0.9

When I turn HTML PURIFIER off in BO and save it, on the next login it is turned on again.

 

Unfortunately I do not have a PS_USE_HTMLPURIFIER at all. Can i somehow install it and then turn it the HTML purifier off, or is there another way to turn this off ?
One of my modules is not working because of it.

 

In frontoffice I get an error "purifier does not exist"

 

tools -> htmlpurifier -> HTMLPurifier.standalone.php is there. ( I read it had something to do with this, but maybe i am wrong ?)

 

Does it have to do something with CSV upload and PrestaShopAutoload.php ?

I think I started with 1.6.0.5 and then upgraded to 1.6.0.6 -> 1.6.0.8 ->1.6.0.9
