I really don't see how you can make the wizard with only css styles. At the end is a query to the database that's true (like the blocklayered module) but it has some presentation logic (javascript wizard) that can be complex depending of number of steps, validation, input management to save the data, how you need the info be displayed during the steeps, and finally how you want the results be displayed.
