Customer claim: Country code ONLY USA?

After upload products, configuring days, finally today I release the new store (digital products). The old version of my shopping was using Zencart. With 850 clients... I send them an email saying to create a new account. THe first problem come. A customer from Netherlands wrote "Coutntry code ONLY USA??? NO WAY!!!...

WHat I need to change? is this possible? that the shopping cart be setting by default to work only in USA? it seems a joke.

I found a section LOCALIZATION/ COUNTRIES/  so it was marked only USA. Do I need to check one by one?
