Tax does not display only when using sign in button

My tax works fine when a buyer adds items to cart and checks out, but if the buyer uses the sign in button on top left and then creates an account that way the taxes do not display on checkout.

 

It seems that the form that appears to set up an account this way does not carry forward the province (tax rule) into the shopping cart.

Does any one have any suggestions on how to correct.

check back office-->customers-->groups

 

check that the group Customer (signed in) tax included/tax excluded (i.e. how ps shows product prices with/wo tax).

 

probably should be set to match visitor.
