Problem when completing orders made from back office v. 1.6

As you may know, creating an order from Back Office will send an email to customers to make them complete the order (and payment)

 

BUT when customer check the "Terms and Service" box, it goes directly to "Order summary, PayPal payment" no matter what Payment type customer have chosen.

If Terms and Service box is already checked (for some unknown reason) - please uncheck and recheck to see the problem.
