Handling special characters in links tutorial - not work

I want to add Thai language to link rewrite but fail

 

From tutorial:

http://doc.prestashop.com/display/PS16/Handling+special+characters+in+links

 

But got error

 

 Fatal error: Call to undefined function __construct() in C:\xampp\htdocs\prestashop\classes\Dispatcher.php on line 236

 

due to

parent::__construct();

class DispatcherCore does not extend any class so....?
