Back office doesn't update changes

Hi Guys, I have just installed prestashop v1.6.0.9 for my new shop, but my back office doesn't adapt all changes I make:

I've deleted all defauld data with Database cleaner, but Dashboard still shows figures

I've changed my default language to Romanian but the shop is still in English

I've uploaded banner images but it wouldn't show them

Rest of it seams to work fine, apart from loading very slowly, both back and front office. Can u pls help with that? I have set Force compilation ON and Cache OFF
