Big bug? Attribute Group Problems with CSV Importing!!

Hi, i want to import products attributes, but there are some problems ( A big Bug?)
I When i import csv, the attributes can be added to the products, but there is a problem, when i import one time, that will create new attributes which i added in the csv to the back office, even though they are already there before i import csv.

For example,

I am going to use the default Color group ,but when i import one time, prestashop will add another Color group in the Attributes and Group!! It does not use the default Color group! Why?

If I import N products, it will creat N Color group attributes!! That's a bug, right?
any one can help me to fix it out. Here is the content of my test.cvs. thank you very much.
