Can`t change name and lastname in delivery adress

I have noticed that IF i write a new firstname and lastname in order step - adress I have a bug. In back office it doesnt matter what I write I always see customer firstname and lastname. But if my customer would like to ship order to other person, but pay for it. So invoice address correct. Delivery adress also correct but firstname and lastname using from customer. 

 

For example my account: Thom Tomson

 

I fill in delivery adress to delivery to a new person: Kate Parkson , Kates adress and kates phone. In BO i will see: Thom tomson, Kates address, Kates phone.

 

Where is the problem?
