Dh42
Put a php inof file in the classes directory. Some hosts have it set up where child php.ini files do not work in sub directories.

Dh42
Either the file is written incorrect of your hosting has issues. Who is your host? I would contact them, the error is because of the hosting and they are really the best people to fix it.
