Rearrange blue block PS 1.6

Hello ,

I want to rearrange blue_block layout and modules that displays in it on PS 1.6 (theme Raindrop).

But when i unhook a module from it, module dissapear but in blue block stays a empty box. I want to delete this empty box and/or rearrange position and size of others.

I search for .tpl and .css files but can find them. Please help me from where i can change it.
