turning off order messages for customers once order is made 1.5

i am having a problem and i think the best way to fix it is to turn off the order message for customers once the order is made. is that possible?

 

after i ship a order and if there is a problem they often go into order message and send a message that way. that message doesnt show up as a new message in the Customer Service back office. 

 

is there a better fix?
