Cash On Delivery doesn't appear as payment method

I am using Prestashop version:1.5.6.2

 

I tried everything.

In modules->Payments. In country and group restrictions I have checked the boxes.

 

I installed Ship to Pay module.

I cheked the boxes of COD.

But still what I get is "No payment method is available for use at this time."

Why? What do I missing?

I could pm someone details for admin access to have a look, since the shop is still under construction
