FREELANCE JOB - Special Rule for Shopping Cart

Hello guys, i am looking for some freelance work. I need to create a special rule for importation duties on the shopping cart only applied when the sub-total before shipping is more or equal to $200.00. The importation duties would be 24% of the Grand Total (Product prices + Shipping). If the sub-total is less than $200.00, there is $0.00 importation duties. This importation duties must be shown on the shopping cart at the time of the payment.

Unfortunately Prestashop does not allow you to easily add extra fees that are not products, taxes, gift wrapping or shipping.

 

In addition, adding a custom fee to the cart total may or may not work properly based on the payment modules you are using.  So let's start with the following questions

 

1) What Payment modules do you use?

2) What version of Prestashop are you using?

3) Are you using the default theme or a custom theme?

4) Where exactly do you want the fee to appear.  Be specific and use screen shots if you need to.
