How do I get PS to add 15% VAT (Tax) to shipping cost

When a customer checks out, I would like PS to add 15% VAT (tax) to the shipping price. It does add the VAT content to any product (which is subject to VAT). I am sure I am doing something wrong - still quite new to PS. If someone could give me the correct sequence to set this up it would be most appreciated.

If I understand you correctly then this should do the trick:

Go to: Back Office > Shipping > Carriers
Select a carrier and set Tax: to VAT.
