Help. I don't understand shipping and quantities...

I am missing something really obvious...

 

One item I sell is lamps (~5kg each) and I have setup a carrier (using the in-built one), with weight ranges. >10KG <20KG. Then I have zones for Australia states (metro and regional) as prices vary quite a bit around Australia.

 

If user buys 1 lamp, great 10KG shipping price.

 

if user buys 3 lamps, great 20KG shipping price.

 

But, if user buys 10 lamps, it is still 20KG price.

 

Do I need to add in ranges ? Where do I stop? What if user buys 20 lamps? 40 lamps? They may buy a couch and table and lamps.
