Delivery configuring

Hi,

I have 2 curiers, I have free delivery with curier 1 up to 100 units only and payed delivery with curier 2.

 

I testing some setting to the delivery, but I don't know how to make this:

1 Rule, if delivery is up to 100 and use curier 1 = Free delivery

2 Rule, if delivery is low then 100 and use curier 1 = Payed delivery

3 Rule, if delivery use curier 2 = Payed delivery

4 Rule, I need to use % tax to all products in the order, without delivery, to all curiers (product qqq - $100, product aaa - $200 and delivery $10, I want to be $300+20% tax = $360 + $10 - total $370)

 

If I use Shipping>>Preferences>>Free shipping starts at 100, the delivery with curier 1 is OK, but the delivery up to 100 with curier 2 is Free too .
