mail set problem, cann't send and receive

I using SMTP:

 

Mail domain name: Blank
SMTP server :localhost
SMTP user : my email
SMTP password : email password
Encryption : none
Port: 25

 

This setting can work in other versions, but it error in 1.6:

The SMTP connection failed to start [localhost:25]: fsockopen returned Error Number 10061 and Error String........

If you have console access (I assume you do if you are using localhost), then I would try to telnet to port 25 on localhost and see if you can connect

Just to follow up on bellini13's response (his troubleshooting steps for the error are good, if your settings are correct).  Make sure that you're using the correct SMTP server settings.  If you're using a hosting server from a third party, it is not typically "localhost".  We have a tutorial that explains it:  General SMPT server configuration settings.
