Problem with voucher

Please help me!

i'VE A PROBLEM WITH VOUCHER AND SHIPPING COST

 

For example:

This is my shipping cost on my site

 

- from 0 to 44,99 € are 7 € shipping cost

- Fom 45 to 64,99 € are 4 € shipping cost

- from 65 € are free shipping

 

In addition i've created a voucher with 20% discount of orders of 30 € (tax included)

 

here's what happen:

If a buyer put 45 € of products in the cart the sistem apply 4 e of shipping cost and this is right!

but if aply the voucher of 20% discount the system calculate this:

 

45 € - 9 € (20% discount) -> €36 and apply 4 euros for shipping cost instead 7 €

The sistem apply the shipping cost to the 45 € even if the buyer pay 36+shipping cost not 45+shipping cost!!!

 

Why???
