how to change option "cannot return merchandise with a guest account

I would like to do this also, unless there is some way to enable returns for all customers.  I found this post, https://www.prestashop.com/forums/topic/393032-managing-returns-from-customers/?do=findComment&comment=1920462

but the solution (do the returns manually) will only work for me if there is no text that discourages them from asking.
