[URGENT] Tax Rule Problem

[Maxima]

For shipping to the Countries (other than the destination country)

I have to add a tax-rule with

 

General Sales Tax of x% of product price

Plus

Fuel-surcharge that's y% of the product price 

Plus

Tax of z% on Fuel-surcharge

 

means 

if product price = $w 

GST = x% * w

Fuel Surcharge = y% * w

tax on fuel-surcharge = z% * Fuel surcharge

 

shipping Tax = GST + Fuel-surcharge + tax on fuel surcharge

 

Any idea how can i create a Tax-Rule for this....
