Struggling with State Tax

Hello,

Setting up a new PrestaShop. Currently taxes are only applied if the product is edited and changed from 'No Tax' and selecting our one defined state tax. No tax is applied to products with 'No Tax' selected regardless of their address.

Under 'Shipping > Zones' I have 'USA' Status Yes

Under 'Shipping > Countries' I have 'USA' Country 'USA', ISO 'US', Zone 'USA', Status 'enabled', Contains States 'Yes'

Under 'Shipping > States' I have 'Louisiana', ISO 'LA', Country 'USA', Zone 'USA', Tax Behavior: 'State Tax', Status 'Enabled'

Under 'Payment > Taxes' I have Enable tax: 'Yes'

Under 'Payment > Taxes' I have Name 'LA State Tax', Rate '8.75', Zone 'USA', States 'Louisiana'


As I understand the configuration all shoppers with a billing address in Louisiana should see tax added on the Payment screen at checkout.

Does anyone see an error in my settings to achieve that? We only need to assign tax to Louisiana residents and all products are taxable.
