where is china or asia paypal module ?

Im meet a problem, i want to use paypal get the money,but when seting meet the problem.

 

 

modules-payment--PayPal USA, Canada v1.3.3 - by PrestaShop

 

The following module(s) were not installed properly:

      Sorry, this module has been designed for stores based in USA, Canada and Mexico only. Please use the classic PayPal Addon instead.

but this link just htmal ,not zip file or a tarball.  how to install ???

 

but i need  api credentials from paypal.\
