cyrillic not showing correctly in e-mail

Hi,
now I have trouble with cyrillic symbols in e-mails, which sending by PrestaShop

not solve problem if

make cp1251_general_ci collation for sql

AddDefaultCharset windows-1251 в .htaccess

or change encoding for files
(like for example I change encoding for send_to_a_friend.html)

any solutions are welcome
