Transportation cost not included. Tax not included

I'm having difficulty including transportation cost to purchases that are under a certain amount. I've included three images from my back-office in this thread that I think is relevant. I have a product that cost less then that amount but the customer still gets free shipping. I've tried deleting catche using different browsers but I can't manage to add the shipping cost to the product.

I'm facing another problem as well. I'm trying include tax to the price of the products. I've included additional images for this. I've also searched for a fix and tried applying them to my back-office but without success.
