No CSS styling after 1.6 upgrade - Front and Back Office

Hi,

 

As a new prestashop user, this is my first post to the forum.  

 

I have been assessing PS1.5 suitability for a website migration, and now decided to continue this assessment using 1.6.  After performing a successful 1-Click upgrade, I am left with a store that does not load CSS in either the front or back office.

 

Is anybody able to help understand what is going wrong here?  I am also seeing a:

Uncaught ReferenceError: $ is not defined

error.

Just to add.  CSS for modules is being loaded, but the addCSS methods in setMedia of FrontController are not including the CSS.

 

I have added some debugging and the methods are being called - but the CSS is not included in the HEAD element of the page.
