Getting rid of payments

Hi is there a way that i could  make the checkout sort of like a form ? no payment... it basically will take the items in the cart and create a page, it will tell how much they owe and the quanity and the store owner will contact the customer when they recieve the email and look over the page ?? they want no payment method they just want to skip payments all together.
