"No carriers" message

After much deleting I finally have everything except shipping ready to go.  I got my API and USPS activated it.  I tried to order from my page but under delivery methods it says "no carriers."  I've tried to configure everything as I've read.

 

Under payment methods it says Please sign in to see payment methods.  I had set up my account so that people don't have to register.

 

Can anyone help?  Thanks
