Can I get use action hook to call an external web service?

What kind of actions could make from action hooks?

I want to call web service to my ERP when the user do some actions in prestashop. Is the best way to do this use an action hook?

Or what is the best practice to call an external web service?

you can use any external hook you want to use this kind of connection (to external web service)

and in my opinion - this is the best way to achieve it.

why?

if you will create module, it will not affect core of the shop
