Sometimes carriers show up, sometimes they don't.

I have been trying to solve this for too long and it's time I reach out for help.  This is a new website and I haven't been able to get shipping to work correctly at all.  I purchased Presto Changeo's FedEx shipping module and am now able to get shipping to work SOME of the time.  

 

I can go down my list of products and test the shipping quote part on the product page for every product and it will only work for 2 or 3 out of 15.  Then I can go down the list again and it will work for 12 out of the 15 products.  If I add the product to the cart and proceed to checkout, sometimes the carrier will be found, and sometimes I get the error "No carrier has been made available for this selection."   

 

I have 2 carriers set up.  The FedEx module from Presto Changeo and a "Warehouse Pickup" carrier. Yesterday the warehouse pickup carrier would show up almost every time I added a product to the cart. Today, it hasn't shown up once in the 2 hours I've been testing different products.
